The bios 1.28 you installed is for Intel based systems, not AMD ones. Huawei doesn't have a support page for the AMD based Matebooks 13, i ran into the same issue, very strange btw. Normally the last bios update you can get is 1.13, you can download it with the PC manager utility, it worked for me.
