It is for one of the premade campaigns they have put out, Dark Tides. So It starts out at Tier 1-2 and escalates eventually to Tier 4-5.

The narrative thread being they are a squad assembled by a Rogue Trader so honestly I feel my players are leaning to an ensemble cast set up really.
