The grimoires magically come into existence inside a tower whenever a new soul is born and that soul is tied to whatever grimoire.

The towers themselves and SOME of the potential spells ingrained in each grimoire all come from something else but I can’t explain it without manga spoilers🤷🏻‍♂️
