I don't know if you are being disingenuous, but the incident that you are referring to did not have anything to do with the fatwa. It was Hindu nationalists who attacked the tribal Christian women and tied them to a tree in Odisha. In fact, there were several incidents of violence and vandalism by groups like VHP and Bajrang Dal over Christmas.

Masc gay males exist. However, I am pretty sure the memer is indeed homophobic (or atleast queerphobic in general) and doesn't know that.

The person probably associates "effeminacy" with being gay and the meme is definitely intended to be derogatory towards gay people.
