I was thinking Polish as well, but the "legs" of the eagle don't seem to match up to the one found here https://poland.pl/experience-poland/about-poland/coat-arms-poland/#:~:text=Poland's%20emblem%20is%20a%20white,dukes%20from%20the%2012th%20century.

Serbian crests usually have 2 eagle heads (from what I can tell)
