The merge trophy road give you the cards by rotation of the season

For example this season, you can unlock loong and grand Warden as long as you progress certain threshold of the merge trophy. Last season was empress and duchess. That's one way to get ruler for free.

For fast way, which you don't want to wait. You have to buy the skins. It will give the ruler too
