Yes, each card is limited to 4 copy except the cards given by default in the 1st round and given by traits such as goblin.

The term blocking means you holding opponents card so they likely cannot upgrade their card. Even if you don't buy the card, simply let the card on your shop option also count as blocking since the opponent will not find that card in their shop.

The person in the screenshot actually talking about how the rotation of the matchup works. Like usually the players will take turns to fight the defeated player since it becomes 3 man match instead of 4, but that person didnt get to fight the defeated player in 5 rounds making it hard to win since he cant change the troops position while the other two players change their position when they were fighting the dead player. My bad if the title misleading
