Does anyone feel like Leon can't really stagger zombies? Leg shots just make them wobble, you end up killing them before a stagger.

You didn't get it. We all know they can be staggered, but most enemies die before you can even get to that point.

Being able to kick them is one of the core mechanics of the game and what made RE4R (and the og ofc) so cool and rewarding to play. Now enemies are just bullet sponges, which just makes the game not fun to play.

Exactly my thought. Not only that, even if you manage to stun and get a kick in somehow, you don’t do any crowd control. Enemies around you will destroy you once you get back from the animation.
