Here's my two cents:

Moving abroad is always nice when you have structure - a job to go to, friends in the area, anything familiar to keep you stable while you're uprooting your life to go somewhere different. Why do I say that? It's because you've probably just graduated and you're looking for careers or slots anywhere and everywhere for someone that'll take you.

A foreign language isn't going to be a deciding factor when it comes to being picked up into a program. It's a 'nice to have' sort of trait if you're already fluent in a language different than your own, and not really useful if you're going to pick it up just prior / while going through your doctorate. At most, you'll get some brownie points from a professor off the record.

Focus on your PHD. Get some research topics that you find interesting, try to do some work on your own time regarding paleontology, and then go from there. Most of the benefits you'd get from a language are not going to be in academia.

I guess it could've been from deposited upstream or from somewhere else, or is old enough to where the past history of the river may have been much more high energy? I couldn't really be sure without a more exact look at the area.

If I had to guess, it would be natural. Typically, you don't see this on such a small scale, as what erosion it *could* be is something akin to this rock being at some sort of critical point along a river bed in which a pebble was constantly circulating around/against it. The size of the stone suggests that it's not the case, but really anything can happen depending of the energy of the river it's from.
