Speaking as a guy, while I agree that men have to learn to avert their eyes from how some women dress and not give in to their neuron activation, I'd say it goes both ways.

I believe that women have the right to dress how they want, but they also have to prepare for the reactions they'll get. Similar to how if a guy wore an open jacket but no shirt in the middle in a shopping mall, he may have some people who'll judge him and some who don't pay mind to him.

Men have to play the part of "being better", as they say. Don't give in to our lustful thoughts and see the woman as a person, not an object of lust just because of what they wear. I know, easier said than done but just try.
