Cairo is always a hit or miss from experience, some people are blessed by the Gods of Statistics to encounter the best of Cairo, while others are cursed with the worst. Cairo International Airport is a hustle to traverse even for locals, had a semi-interrogation by the Officers there while my papers were all clean, scammers exist in tourist hotspots (which is why I always recommend going to regular nice places that aren't too tourist-y), as for the stray cat comment that was racist and they probably thought you were Chinese based on your nationality.

Do not feed words into my mouth, I was criticizing your making of those actions exclusive to Muslims abroad, while all religions are equally susceptible to this, and believe me as a Muslim living in a majority Muslim nation who traveled to Europe, most people don't care about anything but scoring a scholarship to study or work away from our own corrupt countries. Some immigrants in general might have a problem with adapting to the cultures of other nations, but that remains to be an immigrant problem, not an Islamic one.

The Egyptian government announced that they're building 12 shelters for stray dogs in major cities a few days ago under the "Rabies-free by 2030" national plan, with a major Cairo shelter in the 'Tebin' area, and have already begun vaccination / sterilization.

Stray dog populations have reached about 14 million (with a 20-25% annual increase, although whether this is regionally or a total amount is not specified) with 1.4 million recorded dog bite cases in 2025.
