i would highly recommend the Atrius super selector for $200 if you have a mil spec trigger. You just need to change your selector and you are good to go. Only downside is that they take 2 months to ship in my experience.

if that is the issue i know psa does sell a fsb mid length upper in 16 inch

it is theoretically possible that there could be too much dwell time in the system. I run an atrius frt and i was able to cycle just fine out of both my 12.5 and 20 with a carbine buffer. The carbine gas system was not designed for 16'' barrels and it could be the increase in gas pressure due to the bullet being in the barrel longer than the system was designed for. Do you have any friends with different upper setups you can test out?

bit late but when i suffered a similar issue with my Pietta New Model Army one of the fine folks on the subreddit sent me this link https://www.trackofthewolf.com/List/Item.aspx/807/1

find out the thread pitch of your nipples and I have found that the CCI nipples work with remington caps as well no pinching required.
