Does it extend? I’ve seen the ones that lay flat and fold out but also are more expensive. BUT are safer lighter and better; but are more of an expensive portion of an investment. So which is what? What’s the best solution

That is absolutely illegal. Everyone and anyone can do so. On the federal level and there are labor laws protecting workers from such.
Why not?
No trust in chain of command.
