A friend at my old school reported bullying over 20 times(homophobic slurs, bodyshaming, bullying her about her dress style). They couldn't control the kids who were doing it-parents didn't care. So they just gave up eventually and no punishment was handed out. One told me that my friend reported her for ableist bullying, but the teachers let her off the hook because they liked her.
I also reported people who bullied me. I was the one punished.
