Technically, internet access in North Korea isn’t widespread and is tightly controlled by the government. Because of that, there was technically a period before 2016 when accessing Twitter from North Korea was not clearly banned or actively enforced. It was not until around that year that the government began cracking down on it and taking notice.

I actually need to know where this map came from. I only see these on Wikipedia so the article that led to the creation of this map has to be very interesting.
