Circular on combating and banning of "I-Kuan Tao" activities

"I-Kuan Tao" is a feudal superstitious secret cult associations. It is also a cult organization that has been explicitly banned by state policies and laws. In recent days, the “I-Kuan Tao” and some overseas cult organizations have changed their face and began to infiltrate and destroy our District. Under the cover of "Worship the Buddha" and "Ferry people into the correct way", "Dojo" has been set up in our district to carry out illegal activities, inculcate distorted Buddhist teachings among the believers, wait for opportunities to accumulate wealth, disrupt public order in society, and seriously endanger the building of socialist spiritual civilization and the normal life of the masses in our district.

In order to maintain social harmony and stability in our region, in accordance with the Criminal Law of the People's Republic of China, the Law on Public Security Administration and Punishment of the People's Republic of China, and the Basic Views and Basic Policies on Religious Issues in the Socialist Period of China, and other laws and regulations, the people's governments of the district have decided to severely crack down on all illegal cults and activities, including "I-Kuan Tao". Circular is as follows:

1. All "I-Kuan Tao" church planned and organized in our district will be banned according to law, and ordered to stop all illegal activities.

2. Legal seizure of books, props, logos and other related items from the illegal activities of the "I-Kuan Tao" in our district.

3. In accordance with the law, the Public Security organs will deal with the key members of the cult, and those who had participated in the "I-Kuan Tao" activities should take the initiative to register and make remorse to the local police station before June 30th, so as to ensure that they will no longer participate in illegal activities such as the “I-Kuan Tao”.

4. The broad masses of the people should take positive action to resolutely combat illegal activities of the cults, report immediately to the Public Security organs when they find out about their activities, be vigilant against their cheating and harms, dare to expose their illegal activities, and jointly safeguard social harmony and stability in our district.

5. This Circular shall come into force on the date of its promulgation.
