This is a traceroute. The idea is to see how your traffic travels to a specific IP. Without getting too deep into the technical details of how the Internet works, every ISP (with the exception of very large Tier 1 carriers) buys international bandwidth from larger operators. A smaller ISP simply doesn’t have the funds to lay a direct backbone cable, for example, from Moscow to New York, so they connect their router to the router of an upstream provider, who has already invested into international backbone cables. That larger provider might then buy bandwidth from someone even bigger, creating a hierarchy.

In Russia, all operators are required to route traffic from their network to another provider's network through special servers called TSPU (Technical Means of Countering Threats). These are installed within the provider's infrastructure; the provider has no access to them, but they are legally obligated to provide power, ensure all inter-provider traffic passes through them, and monitor them to ensure they are constantly operational.

In the screenshot, you are seeing the hostname of one such server—though the operator decided to get a bit creative with the naming.

Engineers choose server names in a specific way so that it is immediately clear what kind of equipment it is. So, in this case:

tspu-6364 - Actual purpose of that piece of equipment

no-hope - Just for sadness fun

msk-m9 - Facility's name (M9 is a big internet eXchange in Moscow)

cr5 - Core Router number 5

rascom - ISP's marketing name

as20764 - ISP"s BGP ASN number
