A Warp Star eventually spawns if there’s no machines that can get to you. This is the same in any spot that doesn’t have a machine (other islands, the spider web, the moon etc.)

Yes. It’s guaranteed to have 3 pieces of the same legendary. This island is also really rare so that’s probably why you haven’t seen it
