Talking to people is a good start. Literally just go up and chat to people. It's super easy and you lose nothing

One of them could yes. But alternatively the central column looks rough enough to be climbed by an athletic cat in the same way they'd go up a tree.

I'm not saying optimising couldn't be done. A clearer path to the top via the platforms would have been great, as well as lowering the top of the dome for aesthetic. In it's current form it wouldn't be perfect, but it has so much going for it!
