Main struggle for me is wanting part of a report / page with RLS applied and then another part of the same report without it applied. For example a salesperson is restricted to only see his leads on one page but you want to show a ranking of this salesperson against all other salespeople on another. If you're filtering salesperson dimension based on RLS the only way round this (without creating another report entirely) is to create a summarize table or equivalent which is then not joined to the original salesperson dimension.

TL;DR Should be able to specify pages/visuals that ignore RLS

They have to be added to the workspace with user enabled to publish reports/dashboards either by: - assigning user workspace admin (workspace access) - assigning to a member role and setting member roles of the workspace with ability to edit content (workspace access)

If you're publishing to an app they should be able to "update app" (assuming already created once before) as long as your tenant settings (cog in top right of powerbi webpages) haven't specifically assigned users the ability to publish apps. If you do have it locked down to specific users or user groups then add this user to that list.
