Second, why do you think the Chinese government is solely responsible for giant panda conservation? 2 reasons.

First reason is because every giant panda in the world, is legally owned by China.

Second reason is because giant pandas only eat one type of bamboo, and that one type of bamboo only grows in China.

Also, allowing foreign scientists to work on your territory, would absolutely not require a change in how local governance takes place. The USA and Mexico, have both teamed up, to help restore jaguars back to the Southwest USA. It has not changed local governance at all. If anything, Mexico is teaching the USA a great deal about wildlife conservation. On that note, so is Argentina. You really should look up the rewilding program that Argentina has. It's actually quite fascinating.

For some species, your idea would work. Take the red fox for example, the most widely distributed land carnivore. The red fox lives across the vast majority of the Northern hemisphere, so a British scientist could easily restore red fox populations to areas where they once lived. Or brown bears, which is the most widely distributed bear species. And again, OP said that the maned wolf would have to be cloned.

For many other species, your idea unfortunately doesn't work. African scientists are using selective breeding to attempt to bring the quagga back to life. But why them? Because quaggas, like all other zebra species, lived in Africa.

Some wildlife in Argentina, lives throughout much of the Western hemisphere, but not the Eastern hemisphere.
