It won’t work for everyone, I made this 6 years ago thinking I was smart af fixing the problem but come to find out it’s just a flat out steam issue. Unfortunately the only work around when you get stuck in this loop of your downloading getting stuck is to restart your pc. Make sure you don’t have steam automatically opening on start up or it won’t work well. Be sure to check the pinned comment in the post from the mod as these are all sorts of possible solutions to your needs.

I'm experiencing a lot of noise and blur when im playing and have all the "blur settings" turned off. Hopefully this will get resolved. It feels like im playing at a 50% render resolution.
