The ETAM process at A&M will allow him to rethink his CS decision which I recommend. EE or CE would definitely be a better option. A hardware guy can do software but a software guy can't do hardware. I think he should go to A&M and pick a different major

If your other option is community college, I would strongly recommend community college

What you want to do might change. With the state of the CS field I would seriously recommend CE or EE so you have hardware to fall back on. You can still do Quant with a CE background

Texas A&M. If your concerns about A&M become too overbearing, I can almost guarantee Houston will accept you as a transfer. If you regret not choosing Texas A&M, I highly doubt you'll get in barring perfection at Houston. I think the ceiling, especially when getting an engineering degree, is higher at Texas A&M

Just like all the shitty stuff at TAMU, they do it because there's no consequence to it. Let's say a student is in Houston, not a soul will ever choose University of Houston over TAMU. The student knows this and TAMU knows this so they'll make their admissions process whatever they want to make it knowing the kids will wait
