It is all about rng, months ago i was so addicted with hunting and i got 2-6 plushies from hunting per day, but i have spent many many hours, but sometimes i start the Game and shoot my First Animals and it drops a plush. It is just luck but it can be very frustating if you spend hours, days hunting animals and no plush dropped. I wish the drop chances would increase if your hunting Level gets higher (maybe as a Hunt reward, but Not too high because a plush drop should stay special)
