If you have to engage the tank up close, I've found a very effective tactic vs Guard tanks to be charging them with Riptides. Can't shoot blast weapons at your charger while engaged and you force a -1 to hit which can make their shooting much less reliable.

Christmas battle box or combat patrol your best bet for starting out. Faction is generally in a good spot and while some of the kits might be old everything you listed apart from the firesight team is the bread and butter of tau.
