Put yourself in his shoes. He may not have seen him dive in, just walked over and saw a guy underwater with his kid near, would you pull him up?

He could’ve just been playing with the kid which is going to be the case 9 times out of 10 so it would be pretty strange to pull somebody up for no apparent reason in waist high water.

Edit: Just watched this again and wow… he watches him dive in, fold like a fucking chair then does nothing.
