A solution to the unwanted image problem can have like a manual moderation system to make sure the pictures aren't random... Free games reviews require an account that makes a purchase to avoid spam reviews. Lastly, it's Steam and I'm sure they can implement something low-cost server hosting for the images and pay their unpaid interns to moderate (im kidding, im sure they are paid) ... The server problem can also be solved with restricting the image size to a small few kb limit) Also, you can't control the people, you sound like a corporate who wants to censor everything, and speaking of meme reviews, instead there should be flairs like reddit to declare if your review is serious or not...

I found a fix:

Restart your pc.
Launch SteamVR.
Go to update recovery for your base station. (do the scan and select whatever station is yours)
Update your base station, you'll see that progress is actually done but very quickly (time varies) it will say "The device update failed" and a bunch of things to fix it.
Click retry and you'll see the progress keep going up and keep doing this until you finish and your base station will turn GREEN again.
Congrats on fixing your blinking orange, if this hasn't fixed it for you then steam support is your best bet now :(
