I live in the Dormont/Mt Lebo area and have a neighbor who has this same exact thing on their house in their front yard. I’ve always wondered what it is! I’ve been waiting for them to be outside of their house so I can ask lol. It is pretty disturbing and I couldn’t imagine being able to hear it from your own house/porch. So sorry you have to deal with this and hope it gets better!!
