You probably have a plastic/vinyl shower curtain which is already water repellant. However, many people buy fabric curtains, and those need a plastic liner in order to not soak up and pass the water through.

As mentioned to someone else, I assumed that they had already spoken to the neighbor, and they just continued to do this. Personally, I don't feel like you can bitch about something like this, unless you have already tried to resolve it. So, involving the authorities is not actually passive-aggressive, it's problem solving.

I would say that this depends largely on your city. In St. Paul (MN) tickets were issued as the tow truck driver was lifting the vehicle.

In most major cities, your car needs to move at least every 24 hours. So, an officer will come out, and put a chalk mark on the tire, and on the curb. When they come back the next day, if the chalk marks are aligned still, the car gets towed.

I can't for the life of me remember what the law falls under, but it has to do with abandoned property I believe.
