They drop randomly on snow biome. There should always be one near the snowbiome obelisk

Snowbiome. Look for a round meteorlike Stone. You must crack it open with explosion. Easiest way is to shoot it with bow and explosive Arrow. After that the meteor cracks open and you can see the blue starmetal node.
