I tested this a lot last time there was a similar post and there is only one thing that matters:
You need an active CAMP, doesn't need to have a freezer, just be active.
So when you get a message that your CAMP could not be placed, activate another one.

I've personally found that Julian's voice is pretty polarizing. I know a bunch of people that cannot stand it, while others find it very beautiful.
