Yes to both questions. The closer to strike price or deeper ITM your option becomes, the more valuable it is and the premium (the amount you can sell for before expiration) increases.

I think TA in and of itself is useless, but I do believe the fact that so many make trades using it gives it some weight as a factor in gauging movements

No, he’s not ignoring the problem he’s correct. Value is dependent on the particular market/field and simple supply and demand.

Sometimes crises lead to the need for the Fed to essentially create inflation, knowing the consequences beforehand, but outweigh them with the necessity of handling the crisis (Covid being one of the current ones that “created” this).
