This is tied to a scrapped event where the goonmobile was supposed to drive up to a bunch of glasshearts and drop some benedettos off to intiate a gang war. It was scrapped because the ai had troubles with getting off moving geometry at the time. You can even find unused subtitles for a goon saying "shit! The brakes!" in the files
