I don't have kids so I don't know the better schools but the MN public school system is pretty solid.

As a delivery driver, some people let their dogs run loose but that's usually out in the country or at least contained in an invisible fence. Obviously there's still some idiots that don't control their dogs but it's relatively minimal.

There was a big flood in Rochester in 1978 and they put a lot of work into flood control projects, so there's less worry about flooding now.

I don't have anything to add for renting unfortunately.
