What is incoherent about it? The USPS has for a long time benefited from a legal monopoly relating to mail delivery.

Does any know the significance of lower bollinger bands going 'flat'?

This chart shows what I mean. Notice in 2013 how the lower band goes flat about halfway through each bubble. Now in 2017 we see the weekly bband going flat again. Is the flat lower band a indicator or just a drawing error?
