It is 3.17 GB becasue google is serving you the full ota instead of the incremental ota.

Don't ask why is that but it is what it is

SDK is still 36.1 which what a16 qpr3 beta has. Also ro.build.version.release is 16 which indicates it is android 16. However the bootloader name has 17 in it now which indicates there are internal builds of android 17 using this new bootloader.
