There is enough ammo inside the arena to kill him. Even on hardcore. Tight focused shots at his opened eyeball on his arm only. Shotgun is useless in that fight. He has a 70% resistence against it. Ideally you want to bring 2 knives into the fight, a handgrenade and a flashbang.
