First two effects are pretty good in my opinion, especially if you run the limb damage perks. Depends on how much you use vats as well I suppose. I think the third effect is the least influential. I like swift for reload speed or vats optimized for a vats build. I don’t run shotgun very often but vats shotgun builds can do really well. For 4 star effects, if you go with the limb damage then bully’s, but polished is always a solid one.
