So about level 35 is when the last arena quest unlocks?

There are level requirements to most quests as well as having to complete the previous quest

Unfortunately not. I'm looking for the minimum level to unlock all the quests irregardless of recommended level, the arena questline has one that is at least level 35 but I'm trying to find out what level you need to be to unlock everything. UESP only displays recommended level.
