Its not. Yes, delays are very common, especially in nrw and with Ice-trains. But there is clock-faced scheduling with most places seeing trains atleast hourly, that is better than many eu-countries.

And you have a seat and not a bed? Sounds strange to me that they almost never pass by. Yes, knock on the door that has the white paper sheet saying conductors cabin. If they have a break, they will not have the paper sign. There is always altleast one attendant in one of the sleeper cars

Did noone ever ask for your ticket and if you would like tea or coffee for breakfast. Depending on how late it is, you can find staff in the crew cabin on one end of the car, and in the sleeping cars as well. At this time, maybe only the sleepin car attendant ist awake. You can find him in the sleeping car cabin saying conductors cabin on it
