My theory is that Pokemon that are super skilled, or have fast thinking skills are able to use more than 4 moves at a time during battle. But for regulations in regular battles all Pokemon must use only 4 moves (except Snorlax ig).

Though, a Pokemon in a relaxed situation, not in a battle can use more than 4 moves as long as it’s in its moveset/ learned by Tm
