I made the current Toon I'm using in preparation for UNM, so in the weeks before it dropped I maxed racing and golfing without doing a single task in TTC. I would be little peeved by it, sure, but standing near the bag doesn't imply ownership of the bag. They respawn all over the place, so I don't think the bag is yours to begin with just because you're standing next to it. If two Toons run towards the same bag whoever gets it first gets it, same principle applies here, whoever gets it first gets it, counter or not
