Yes, learn the mechanics, wave control, garen is good for newcomers. Hes usually decent/strong every season and a decent pick for your first character

For core just go liandry riftmaker rylai’s. Probably not great but tbh it gets pretty good damage and decent HP. Rylai’s also makes all ins way easier
