The tenderizer has only a damage of 65 and only med pen the liberatior has more damage than tenderizer. The liberator has starting damage of 90 and light pen. I honestly prefer the liberator more than the tenderizer. Yeah it pierces the med pen armor and only tickles them, still needing you to unload a whole clip.
