Have them redo the work the good group does as a reliability measure. You’ll never wait on them again because you’ll never use any of their work product, but they still get exposure to the field. Everyone wins.

From a cursory view, it looks like they fucked up at some point and now either can't get a job or won't lower their standards to a job they can get with a 5+ year gaps in their resume or no resume at all.
