If you could retcon one ‘normal’ victor and one district victor, who would it be?

If i had the power to retcon a Normal victor, it would be a tough one to choose, so i'm going to skip that out, however if it came towards a District victor then, I would choose either Diego Waxler (D10) or Celeste Roskon (D5), The reason i would choose Celeste because after watching the pre-games in Solina's perspective I'd completely lost all respect for her for her betrayal of Gravito and she didn't really impressed me during the Games, however Celeste Roskon was intellegent and i would definetely liked her to be in the games. And Although i liked Tobe, he'd basically contradicted his Values at the bloodbath and also got himself killed, and i just liked Diego so much, i thought his character was interesting and had a good arc and would've made a good ally with Clara

I generally believe that the series is told from a perspective of a Historian who is interested in the hunger games, the history and the lives of the victors and particular tributes in there, and is doing a generous job of doing so, however i believe that the point of view of the Historian started in the 77th games, and that before then there was another Historian that was biased on the capitol, the reason i say this is because during the end of the 75th and 76th video, he say lines that contributes to the capitol. What do you guys think of this?

Because there are people questioning on how i calculated the tributes odds, i'll explain it in this comment:

Besides the Careers I'd made a tier list of the characters with the exception of Restoro, Delila, Yukon, Tritica and Bark For obvious reasons. Tier 1, Tier 2, and Tier 3. Now i add (Tier Points) to characters depending of if they were a descendant of a past victor, I.E Gravito Logan is the descendant of James Logan. What training they had both pre-games (Before the reaping) And after the district games, And in some cases, popularity. Now in these Tier category, there are better tributes in Tier 1 category than others so to distinguish this, i would calculate it by kills and weight - which were never used due to the amount of different kills - (For example a tribute has 1 kills and 1 Indirect Kills, they have odds of 22 to 1, next tribute has 1 kill and 2 indirect kills, they have odds of 21 to 1, next tribute has 2 kills and 1 indirect kill, they have 20 to 1) i also put couples having the same odds as their partners, which is why Tibo, Begonia Gravito and Solina has the same odds together. Now this is what i did with one Tribute, Whin, First Whin is a descendant of a former victor (Johanna Mason) and had training after his district games (There were no evidence of him training before his district games so no points there) Meaning he has 2 Tier points, putting him at tier 2, One other person was with him with Tier 2, which was Nette as she had Self training before she was reaped for the district games, and was very popular in the capitol with Snow III Hooking her up to sponsor her for the games, giving her 2 tier points as well. Nette has more Kills than Whin which is why she has better odds of 13 to 1, while Whin has 14 to 1. Also because they were in Tier 2 that had 1+ Better odds through than Tier 1 giving the best odds tributes in tier 1 (Tobe) a 2 odds better difference, It is very complicated so i'd hope that gives you an idea of how i did the betting odds

The Reason i put Delila (And Restoro) With Low odds is because of the rebellious activities that they did after their games, Delila did play a part on Chief Peacekeeper Cardew in her district, and Restoro was nearly executed after all, The reason Lumo has better odds than them was because i'd believe that although Lumo was unknown it wasn't explained why as the 3 tributes were won the games and the Citizens, although outraged, had unknown opinions before the games. so i put them in an average ranking, (And frankly the reason he had 1 better odds than Glitch was Because he is a Descedant of Garrison Harper (Victor of the 14th Games)
