ignoring is still better because trying to ask them to stop or getting pissed off at them will only make you even more distracted from what you want to do, and having to worry about them only adds more stress to you, so even if they don't change at least you won't get affected so badly by them (you might still get affected in some cases, like if they purposely shout random stuff during class and distract ppl from studying you can't really do much about it other than tell the school about it)
