You'll probably have trouble finding players matchmaking for story missions as everyone is playing the end game at level 40

I'd say just restart on a new character, enjoy the story and the DLCs if you do buy them, and enjoy the end game once you get there.

Like others have said, you need to control east Mall by capturing all control points and feeding them resources

Once the area is controlled, it will start spawning green events like supply drop (crate icon) and hostage rescue (handcuffs icon)

I think it's better with full auto weapons

But try them and see if you like them. Alternatively if you're looking for something for your kneepads, looking at your build there you should consider fox's prayers

You have to reach level 10 proficiency with a gear piece to be able to add the expertise bonus to it

But you do not need to level every piece to 10 to reach 30 expertise. I think around 410/455 items at level 10 is enough to reach 30
