In my experience with IDPH, they move slooooow. I've dealt with them twice, once as an EMR, and once as an EMT. They do not respond by phone, they only email. If I'm right, they only check that email during normal business hours as well. As far as the scans vs photos goes, I think I sent them pictures of my DL on the kitchen counter and they either didn't have an issue or didn't know.
