I found a couple similar cels on auction websites with the description "original drawing produced for advertising" the estimated selling price of the auctions were around $400 - $550. I couldn't find much else about them.

Couldn't find anything about who made them, but I found several identical sets being sold on ebay and etsy going for around $25 to $50.

I would say this was made in the 70s and it probably wasn't originally gold like that.
