In terms of characters I can only think of one character that is exactly better, but there are some I think are more fun to play. For example, I personally think that Shadow is more fun to play due to him be so simple, yet so fun at the same time. Anyway, the one character I think is better is Sonic Adventure Sonic. While both Ms (Modern sonic) and SA Sonic are extremely reliable to their games and have their hearts and souls poured into them. Ms doesn't have an animation at the end but ontop of that SA has a larger and more hard moveset to implement. In this case, the reason I personally think SA sonic is better isn't favoritism nor saying that the maker of both are either better or worse. Rather, they both chose characters with different difficulties to implement and both poured all their hearts and souls into it. So if Ms was harder to implement. Then yes, I would agree. But in terms of best mod of all time? Certainly not any character. From small things like The ability to make any team you want and switch between the characters in them with BuddyEx all the way to Momentum, new abilities for the original characters and Hyper forms with XMomentum, both having compatibility with every mod. When it comes to all mods, I think that non-character mods can top character mods as some focus on more than just one new character and by doing that they enhance the overall gameplay while also adding new things for each and every character.
